There are different uses for intelligence, usually strategic and tactical.

Strategic is 'Big Picture,' while tactical is local.

Learning about the local and regional villains is important, for certain events.

One way to do that is using open source material, such as newspapers, police reports, talking with people, getting involved with the community, and many others.
